yes it's absolutely safe. don't go for rumors... and don't deal with small property dealers. go for direct companies. they will provide relevant docs and on time possession. check out orris.in they have many ongoing and completed projects going on in noida. would suggest you to buy directly from them.

if the construction won't be completed how can direct company give possession. and if any one pays enough amount why and how any builder will not give possession to customer?
